In a Phase I ESA, properties are assessed to determine the likelihood that one or more contaminants have affected any land or water on, in or under the property. The applicable regulation is Ontario Regulation 153/04 (Amended O. Reg. 269/11), which specifies what must be investigated. The assessment will require a review of available historical and regulatory records, Site reconnaissance, interviews, and an evaluation of information and reporting. A Phase I ESA, may be necessary as a condition of a property sale, for financing from the bank, change in property use, or for many other reasons. Other property owners obtain Phase I ESAs to demonstrate a commitment to reducing their environmental liability and increasing confidence in the condition of their site.
